If you are coming from Beijing, do Xi'an first — easier transit, more famous. If you are coming from Shanghai or doing a central China tour, Luoyang can be a 2-day stop before Xi'an. Xi'an is more accessible from the major east-coast HSR lines.

Is the Longmen Grottoes worth the trip?
Yes if you are interested in Buddhist art or Chinese history. The site is less famous than the Terracotta Army but the scale is comparable — 100,000+ statues carved over 400 years. The illuminated night tour (limited dates) is famous.
When is the peony festival in Luoyang?
Mid-April to early May. Luoyang is called the "Peony Capital" of China. The festival is one of the more atmospheric spring events in central China. Combine with the Longmen Grottoes for a 2-day trip.
Is Luoyang safe?
Yes — extremely safe. The city has a small-town feel. Petty crime is rare. The main risks are taxi overcharges and aggressive touts at the Longmen Grottoes, which can be avoided with DiDi and official tickets.
Can I do Luoyang as a day trip from Xi'an?
Possible but not recommended. The HSR is 1.5 hours each way, the Longmen Grottoes are 30 min from the station, and you need 3-4 hours at the site. Better as an overnight.
